After all-night talks, negotiators from EU member states and the European Parliament agreed to a law which from 2030 will require importers of crude oil, gas and coal into Europe to prove those fuels meet a methane intensity limit. The law will now be put to the European Parliament and EU countries for final approval. "Equivalent monitoring, reporting and verification measures should be applied by exporters to the EU by 1 January 2027, and maximum methane intensity values by 2030," the EU Council said in a statement. The regulation also introduces new requirements for the oil, gas and coal sectors to measure, report and verify methane emissions, the EU council said in a statement.

Tokyo CNN —A suspected gunman has barricaded himself in a post office in central Japan after two people were wounded and apparent gunshots heard in a hospital nearby, authorities said Tuesday. One doctor and one male patient were injured in the incident at a hospital in Toda city, Saitama prefecture, near Tokyo, police told CNN. The male suspect, believed to be between ages 50 and 70, fled the scene and barricaded himself in the Warabi post office, about 1.5 kilometers (1 mile) from the hospital, according to police. CNN —At least 45 coal miners were killed in a fire sparked by a methane gas explosion at a mine in Kazakhstan, authorities in the country said on Sunday. In a statement, the Ministry for Emergency Situations said the blast sparked a blaze early on Saturday at the Kostenko mine in the Karaganda region, state-owned Kazinform news agency reported. More than 200 people were evacuated from the mine to safety and search efforts are ongoing for one missing miner, the ministry said. The mine is owned by Luxembourg-based ArcelorMittal, the world’s largest producer of steel, and run by its local representative ArcelorMittal Temirtau, which operates multiple coal and iron ore mines across Kazakhstan. If completed, the deal is expected to value The Body Shop at a lower price than the 400 million pounds-500 million pounds ($485.20 million-$606.50 million) suggested in some media reports, the source, who did not wish to be identified, said. Natura bought The Body Shop from L'Oreal (OREP.PA) in 2017. Natura and Aurelius declined to comment while The Body Shop did not immediately respond to requests for comment.

New Delhi CNN —Qatar has sentenced eight Indian nationals to death, India’s government said, following their reported detention in Doha last year on espionage charges. In a statement Thursday, India’s Ministry of External Affairs said it was “deeply shocked” by the verdict and would take up the matter with Qatari authorities. “We are in touch with the family members and the legal team, and we are exploring all legal options,” the statement said. CNN has reached out to Qatar’s government but has not received an official comment. The eight Indians were detained by Qatari authorities on spying charges on August 2022, CNN affiliate CNN-News18 reported Thursday.

CNN —The first cases of bird flu have been detected in seabirds in the Antarctic, according to the British Antarctic Survey, raising fears the disease will spread rapidly through dense colonies of birds and mammals. “Highly Pathogenic Avian Influenza (HPAI) has been confirmed in brown skua populations on Bird Island, South Georgia – the first known cases in the Antarctic region,” the British Antarctic Survey said in a statement Monday. South Georgia is part of the British overseas territory east of South America’s tip and just above Antarctica’s main landmass. The British Antarctic Survey believes the birds carried the disease on their return from migration to South America. The British Antarctic Survey, which is responsible for the UK’s national scientific activities in Antarctica, operates two research stations on South Georgia, including one at Bird Island where the confirmed cases were identified.
